You can never be forced out of a hand for lack of chips. If you go all-in for less than the current bet, you can only win the part of the pot you matched. The extra bets form a side pot contested by other players.
In no-limit Hold'em the all-in is the ultimate pressure move. It is also the riskiest, because one call can end your tournament.
